Was Jonestown a CIA Medical Experiment?

At approximately 50 minutes into an audio interview with Walter Bowart, the interviewer briefly mentions how Jim Jones used the Mendocino State Mental Hospital in Ukiah, California for cult recruitment, as a "test center" as well as a staff training ground, with all of the hospitals test subjects ultimately turned over to the People's Temple.

I have also been told that Jones was given children as wards of the court, mental patients, elderly and destitute people in Ukiah and in San Francisco with the complicity of courts and state institutions. Jones confiscated their incomes and savings and had complete control over them. These people were then forced to go to People's Temple in Guyana. The Black adults arrived bound and gagged at the airport on the Pan Am planes and were never seen outside the compound after that, although they were the majority of the population of Jonestown and the dead.

This sort of access would require high level government collaboration.

I think John Judge deals with those issues in the video posted above.

I believe there is photographic evidence to support that supposed body of Jim Jones was not Jones, for the body did not have a prominent tatoo on its belly. Further, there are claims that Jones frequently used doubles. So who knows what happened to Jones

Further, I recall hearing that multiple millions were emptied out of a bank account the next day. But I do not recall the details. That may also be in the same Judge video tape, or perhaps in his article that he wrote, which I think is also linked to here.
