They're panicing. They have to push thru their Global Warming agenda in order to:

shift taxes from an income assessed tax to an energy assessed tax (taxing every living thing on their "life");
move taxes from a domestic collection to a global collection;
raise taxes on small & medium sized businesses so that they can suppress all businesses that are not operated by elites;
control production and life across the planet by controlling CO2.

This becomes particularly interesting when the mobile phones will include heart rate, temperative and breathing sensors, as they'll be able to automatically calculate each individual's CO2 "footprint."
